Chhattisgarh

 

After being carved out from Madhya Pradesh in the year 2000, the primary goal of the newly formed Chhattisgarh State Government envisaged for corruption-free and efficient governance for its citizens. The advancements made in IT have helped in ensuring this. Although, the state has shown a promising attitude in its initial phase but there is a slip in its e-Readiness ranking in the later years. It has moved to L4 level in 2008, a fall of one position from its previous rank of L3 in 2006. Lack of market competition especially in the markets of Cellular and Wireless (WLL (F)) has been the unrelenting factor that resulted in the dilution of the favorable market environment in Chhattisgarh. 
 
Chattisgarh Infotech Promotion Society or CHiPS, which is formulated for thrusting IT augmentation in the Government machinery and public projects, functions as the Nodal Agency of the state. Among core infrastructure projects, State Wide Area Network or SWAN has already been implemented in the state. RFP for the State Data Centre or SDC is under review and will be soon finalized by DIT/State. The whole project is expected to be completed by October, 2011. e-GramSuraj, e-Krishi, e-Challan, e-Procurement, e-Treasury, Bhuiyan and GIS are some of the projects taken up in the state for strengthening e-Governance. Chhattisgarh has become flag bearer as it is the first one to introduce e-Challan and e-Return for Commercial Tax Department in the country. Under the land record computerization project 'BHUINYA', 98 old Tehsil Offices of the 150 tehsils in the state have been computerized. Chhattisgarh has become the 2nd state in India to implement e-Procurement through Public Private Partnership (PPP) Model. The private partner is engaged on a Build-Own-Operate-Transfer (BOOT) basis and the project will be transferred to the Government at the end of 5 year term. 
 
For its exemplary accomplishments, Chhattisgarh has won “United Nation Award 2007 on Human Development Report” under the category of Participation & Capacity Building. Another project called CHOICE has been awarded with “Skoch Challenger Award – 2007”under Citizen Services Category. The e-Procurement project implemented in the state was awarded with the “Outstanding Project” award under the Best e-Governed project category by CSI–Nihilent for 2007-08.

Chhattisgarh Online Information for Citizen Empowerment project or CHOiCE aims at establishing a one-stop shop for all the citizen centric services thus enabling residents to pay tax, electricity, and water bills, search for property records, and apply for passports online. Read More…

 

Dhan Kharidi- Online

In order to facilitate paddy growing farmers and to enable them to get adequate price for their produce, an online dedicated portal called Dhan Kharidi has been initiated. The purpose of the system is to ensure that the payment to the farmers is made instantly. The paddy bought by farmers is weighed and details are directly entered into the system so that ‘receipt’ and ‘cheque for payment’ are immediately generated through computers. 1532 Purchase Centers have successfully used computerized system and issued computer generated cheques to 7.8 lakh farmers. e-Kosh
Treasuries form the spine of state’s financial set-up. To automate the various processes of Chhattisgarh state treasuries and bring its various divisions in accord, e-Kosh project has been initiated.  Since then, the processes of Payments, Receipts, Deposit Accounts, Works Account, Daily and monthly accounting are automated. Also, e-Kosh online has enabled access to other web enabled modules viz. Budget Management System, Employee Database, Pension Management System, CPS Administration, LoC system besides providing update information on payments, expenditure, receipts and budget allotment. e-Procurement project endeavours to enhance the competence and lucidity in public procurement through the implementation of an all-inclusive, end – to – end e-Procurement solution and to en-route the entire public procurement activity being undertaken by the Government through such system in a phased manner. Department of Food Supplies

An extensive computerization project has been undertaken by the Food supplies department of Chhattisgarh which aims at complete computerization of food grain supply chain from purchase of paddy from farmers at Minimum Support Price (MSP) through Primary Agriculture Cooperative Societies (PACS), its storage at storage centers of Marketing Federation (MARKFED), custom milling by registered millers and receipt of Custom Milled Rice (CMR) at receiving centers of CG State Civil Supplies Corporation (CSCSC) and Food Corporation of India (FCI).
